SPC was awarded a spot on the DC Water Professional Services IDIQ. We were awarded a spot in the areas of risk,
compliance, and internal control. SPC will focus on areas of compliance to laws, regulations, standards, and ethical
practices and the integration of these compliance requirements into company policies. Our secondary element is
to assist in the prevention and enforcement of methods, process, and procedures.


Howard University SBDC: COVID-19 Initiative

SPC has been selected as the lead consulting firm to manage the Howard University’s SBDC COVID-19 Initiative program. This program is specifically implementing the CARES Act, helping to preserve local businesses and jobs in industries adversely impacted by the spread of COVID-19. The DCSBDC COVID-19 Initiative offers FREE one-on-one consulting, training, and trusted resources to assist DC businesses and those who do business in DC during the COVID-19 pandemic.


Metrorail Safety Commission

As a subcontractor assisting the development and internal infrastructure of the Metrorail Safety Commission (MSC) tasked with the oversight of Washington Metropolitan Area Transit Authority (WMATA). SPC assisted in the procurement transition strategy implementation and management of the MSC procurement office with an approximate $5.5M budget. SPC assisted in the development of short-term and long-term acquisitions strategies, business processing reengineering, reducing cycle times, and developing current state and future state strategic outcomes. SPC also assisted in the agency wide development and analysis of appropriate policies, regulations, performance metrics, and improvement recommendations.

Southern Maryland SBDC

SPC provided training and regulatory analysis on legislative initiatives to the county government contracting community; served as panel mediator and subject matter expert on government contracting; provided direct contracting technical expertise and guidance including but not limited to: proposal review and evaluation support; contract compliance review and evaluation support and technical training on government purchasing pipeline building, opportunity market research, business development forecasting and contract review; and cost estimating techniques for the Small Business Development Center.

US Government Printing Office

Team Member assisted the Director of the Program Management Office in setting standards and processes for the Systems Development Lifecycle.

3.6 Software Engineering, Developing, Programming and Network Support


Maryland Health Insurance Exchange

Team Member managed independent verification and validation efforts for the Maryland Health Insurance Exchange. Team member created and maintained the project schedule for the overall IV and V effort, analyzed project deliverables, process flows, governance and project schedule, while managing day to day efforts.

3.12 Information Systems (ID) Development, Information Assurance (IA) and Information Technology (IT) Support


Internal Revenue Service

Team Member functioned as a Capability Maturity Model Integration | (CMMI) team member assisting the IRS Applications Development (AD) in the preparation to successfully achieve a level 2 rating. Team member provided recommendations for the Configuration and Requirements Management process areas.

Veteran’s Affairs-Compensation Services

Team Member evaluated and implemented an organization wide LEAN assessment for the Department of Veteran’s Affairs Central Office training division. Team Member developed and evaluated current state training and assessment processes for value to the training departments approach to staff performance reviews on acquisitions, procurement procedures and regulations, claims processing training and assessments and claim review procedures and regulations within their training department and monitoring adherence to procurement improvements.


Booz Allen Hamilton

Team Member served as an Organizational Transformation Consultant facilitating and developing an Organizational Change Management Plan, a Communications Plan, a Transformation Roadmap, a Services Doctrine, Concept of Operations, and a Performance Metrics


Department of the Army

Team Member assisted the Battalion Operation’s Officer in the coordination of efficiency training and planning in all matters concerning garrison and field operations, plans, organization, exercises and training of a Battalion of over 500 Soldiers


Department of the Army – Ft. Eustis

Team Member served as the Program Lead for Combat Training Development, Material Acquisition Procedures, and lifecycle management processes within TRADOC-Capability Live (TCM-Live) and Tactical Engagement Systems Teams.

US Military Transportation Terminal-Bahrain

Team member led and directed a diverse 150 multi-national staff personnel and supervised contracted seaport operations 17 ports in 11 nations in support of military activities in the Persian Gulf.


Defense Technical Information Center

Team Member designed and implemented the curriculum topic of dealing with difficult and unacceptable employee behavior. Team Member facilitated the training session for approximately 25 Defense Technical Information Center (DTIC) employees.

College of Southern Maryland-Small Business Development Center

Team member developed and implemented a Minority Business Enterprise Certification program for the Small Business Development Center. Team Member developed acceptance criterial, established program standard operating procedures, certification timeline and client support procedures.

Department of the Army – Ft. Eustis

Team Member provided analysis and recommendations for the TCM Live in respect to future live training requirements based on emerging technologies, combat weapon systems, or hybrid training trends that could potentially affect the Army Live training requirements.

Army Capabilities Integration Center

Team Member provided management analysis support to the sustainment division at the Army Capabilities Integration Center in the development of logistics required capabilities.
